I think first thing in the morning is best, because you will have had about 7-8 hours basically doing nothing except sleeping. Any other time of the day, what you ate, what you drank, whether you were exposed to heat, etc... can all influence your weight.
This said, it is important to track the trend in the range of your weight, not the individual figure from day to day. Due to numerous factors,
body weight will fluctuate from day to day, but if you're
dieting and exercising, the trend will be down.
