WHO (World Health Organization) says you can lose heathly like 11 pounds a month, with a good diet and exercise. I hope you're not thinking to lose more than 17 til then and follow crappy diets, because you'll lose muscle instead of fat and the weight will come again as soon as you stop...

How much do you want to lose?
It's healthy to loose 1 ou 2 pounds a week, so calculate how much you'll need.
And yes, the best combination is to decrease your calorie intake and increase your exercise.
But do never go under 1200 kcal a day. How do you know how much you should eat? It depends on your body details and your life. There's calculators all over the web.
