Sesame Tuna with Spicy Slaw

One-of-a-kind Asian dish everybody will love!1 tablespoon dark sesame oil4 (6-ounce) tuna steaks2 tablespoons low-sodium soy sauce2 teaspoons coarsely ground black pepper1 teaspoon sesame seeds2 tablespoons water2 teaspoons sugar1 teaspoon Sriracha (hot chile sauce, such as Huy Fong)3/4 teaspoon fish sauce1/2 teaspoon rice vinegar1/2 teaspoon bottled ground fresh ginger (such as Spice World)4 cups packaged angel hair slaw2 tablespoons thinly sliced green onions
