Hi Sarah and welcome!
Here's my advice, fwiw. You said:

I eat fairly well, I eat fruit and veges, lots of protein, whole grains. Probably averages out at around 1800calories.

If I had a dime for everyone who told me "I eat fairly healthy" and "I'm probably close to X
calories" and was wrong, I could buy myself a new camera.
Studies have shown that most people VASTLY underestimate the amount of
calories they eat. I know that for me personally, when I stopped being strict about my food and started eyeballing it and estimating, I actually wound up slowly eating more and more
calories.
I would suggest that before you make any drastic changes, the first thing you should do is register with one of the sites like fitday.com or thedailyplate.com and start logging your meals. Really measure and weigh what you eat and log it for just a week. I think you *might* be surprised.
Honestly it sounds like your exercise is pretty good .. so you should be losing weight. I would bet hard money that it's just that you're eating more than you think you are.
(FWIW, I'm your same height and weight and I eat around 1600-1800
calories a day [I give myself some wiggle room] and when I'm on track, I lose weight steadily. My biggest problem is that when I don't pay strict attention and weigh/measure everything, I tend to underestimate my food and then I don't see a loss the way I should. So I totally know how it feels!)
