two questions about cardio

hey guys! okay i need some help here, i have two questions:

#1-i have pretty muscular thighs, and the only fat left in them really is more up towards in the inner thighs and hips. they're are 20.5 inches around (more close to the inner thighs) and i was wondering if i should continue doing weights or just stick to cardio now for them because i want to lose inches in my legs, not gain inches due to muscle (i know women don't bulk up but if i want to lose inches and there's nothing but muscle there, how do i go about doing that). should i continue just doing leg exercises for the inner thigh and hips, and leave the rest of my legs alone and just do cardios that tone them like stair climbing or running?

#2-my cardio sessions always end up being high-intensity because i try to burn as many calories as i can. my HR is always in cardio range, is that bad to have high-intensity cardio 5-6 times a week for 50 min? should i make some of them really slow? i just hate doing that bc i dont burn as many calories, but then again it says that doing low-intensity is when you burn fat so i am so confused on what to do with that.


sorry for all these long questions. i'm still at my plateau and its always been 1 1/2 months so i'm really trying to crack down on whats going on

1. Yes, keep doing weights. Weight training burns fat just like cardio, Infact, intense weight training can even burn more fat. If you're not eating excess calories and you're not lifting in a muscle building format, you won't gain muscle there. Certain types of cardio will not "tone" your legs at all. Getting a "toned" look is done by building some muscle and losing the fat that's covering it actually. There are not certain exercises that "tone."

2. You would be well off to vary the intensities of your cardio. Do some high intensity interval work for short sessions, some medium length sessions at a semi-fast heart rate, and some long, slow sessions. Keep your body guessing!
